Budgeted Projects:

2021-2022

  • Green Energy & CEB Investments
  • Target: 60 % of national energy from green sources by 2030; coal fully phased out before 2030.

  • CEB to invest Rs 5.3 billion over 3 years to:
    • Expand battery storage to 40 MW (from 4 MW).
    • Build 10 Gas-Insulated Switchgear substations.
    • Roll out renewable-energy schemes for households, SMEs, businesses, NGOs and religious bodies.
    • Implement a Net Billing Project.
    • Develop a 10 MW solar farm at Tamarind Falls, Henrietta.

  • Launch of an RFP for a 40 MW wind farm (Rs 2.4 billion).

  • Support for integrated green projects combining biomass, wind and solar.

  • Solar & Household Support
  • Concessionary loan (2 %, up to Rs 100,000) via DBM for household solar kits.

  • Households may sell renewable electricity to the CEB below a set tariff.

  • Electric Mobility
  • Duty-free electric vehicle imports; reduced registration duty and road tax.

  • Removal of 5 % excise duty on electric goods vans (?180 kW).

  • Owners allowed to install ?10 kW PV systems for EV charging with grid export.

  • Increased subsidies for electric buses: Rs 1.2 M (9 m buses) / Rs 1.5 M (>9 m).

  • Purchase of 25 electric buses for the National Transport Corporation.

  • Biomass Development

2022-2023

  • Renewable Energy Expansion
  • Green Transformation Package: +435 MW renewable capacity to reach 60 % renewable electricity by 2030.

  • Hybrid Facilities: 140 MW of combined solar/wind projects with private partners.

  • Solar Farms: 8 MW CEB solar PV at Henrietta; 1 MW solar farm in Rodrigues; 6.2 MW solar PV on DBM and other public buildings; 14 MW solar PV at SSR International Airport.

  • Battery Storage: 20 MW system at Amaury to stabilise the grid.

  • Rooftop Solar Kits: 5,000 kits (9 MW total) for households, NGOs, and religious institutions with low-interest loans up to Rs 250,000.

  • Industrial & Household Renewable Support
  • Industrial users allowed to generate up to 150 % of their energy needs, with feed-in tariff of Rs 4.20/kWh.

  • Medium Scale Distributed Generation Scheme for individuals and companies to sell surplus electricity.

  • Carbon Neutral Loan Scheme at 3 % for industrial renewable projects.

  • Electric Mobility
  • Metro Express fully operational (Port-Louis–Curepipe & Rose-Hill–Reduit) and powered by its own photovoltaic farms.

  • 200 electric buses to replace half of the National Transport Corporation fleet; Bus Modernisation Scheme limited to electric buses.

  • Low-interest loans/leasing for taxis, vans and company fleets switching to EVs.

  • Duty-free import of all hybrid and electric vehicles plus a 10 % negative excise duty (up to Rs 200,000) for individuals.

  • Energy Efficiency & Demand Management
  • Mandatory Minimum Energy Performance Standards for air conditioners; energy labelling extended to TVs and tumble dryers.

2023-2024

  • Nationwide Transition Goal: 60 % of electricity from renewables and a carbon-neutral economy.

  • New Renewable Capacity: 1,400 approved projects adding 136 MW (?7 % of national demand).

  • Sector Schemes: Special renewable-energy schemes for hotels, malls, commercial centres and agriculture.

  • Floating Solar: 32 MW system at Tamarind Falls.

  • Utility-scale Solar PV: 33 MW across Triolet, Coromandel, Arsenal, Plaine des Roches, Henrietta and Jawaharlal Nehru Hospital (by June 2024).

  • School Solar: 6 MW rooftop PV on 200 state schools (DBM/UNDP).

  • Airport Solar: 14 MW photovoltaic system at SSR International Airport.

  • Social Housing Solar: Rooftop PV kits with 75 kWh free electricity per month for each household.

  • Pump-Storage Hydropower: Between Mare Longue and Tamarind Falls reservoirs.

  • Ocean Thermal Pilot: 1 MW Ocean Thermal Energy Conversion (OTEC) plant.

  • Support & Finance
  • Green Energy Loan: Extended to SMEs (up to Rs 1 million) for rooftop electricity generation.

  • Carbon-Neutral Scheme: For the ICT sector.

  • Energy Labelling: Expanded to TVs, washer dryers and tumble dryers.

  • Island-wide Solar Street Lighting: Replacing existing LED and other lighting.

  • Public Transport Decarbonisation
  • Metro Express: Fully operational; extension to St Pierre and La Vigie by Oct 2024.

  • Electric Buses: 30 % subsidy (up to Rs 3.5 million per bus) and 2 % concessional IFCM loans; goal of a fully green bus fleet by 2035.

  • Electric Vehicles: 10 % negative excise duty extended to June 2024 to accelerate adoption.

 

2024-2025

  • Renewable & Clean Energy
  • Carbon-Neutral Goal: Accelerate shift to a clean, home-grown energy supply.

  • Private Investment Push: Government Support Agreement to unlock Rs 15 billion in private renewable-energy projects over two years.

  • Agri-voltaic Scheme: Farmers, planters and breeders can generate electricity at Rs 5 / kWh.

  • Community Solar PV: Free 50 kWh/month for households in vulnerable localities.

  • Rooftop Solar Kits: 3,500 kits for households, NGOs, and religious/charitable institutions.

  • Net-Billing Upgrade: Households may add batteries and sell excess electricity to CEB.

  • Home PV Expansion: Capacity limit raised from 5 kW to 15 kW per household.

  • Public Buildings Solar: 5 MW of rooftop solar across government facilities.

  • Battery Storage: New 20 MW Battery Energy Storage System at L’Avenir.

  • Finance & Support
  • DBM Solar Loans: Maximum household loan for solar kits/batteries increased to Rs 350,000.

  • Energy Efficiency Loans: DBM scheme for energy-saving measures.

  • Minimum Efficiency Standards: Mandatory for electric pumps.

  • Clean Fuel Transition
  • Coal Phase-out: CEB to shift generation to biofuels in Mauritius and Rodrigues.

  • Electric Mobility
  • EV Incentives: Negative Excise Duty of Rs 200,000 on electric vehicles extended to June 2025.

  • Public Charging: CEB to install prepaid public EV charging stations.

Other Funded Projects:

In its endeavour to remove bottlenecks to deployment and scale-up on renewable energy in Mauritius, the UNDP Country Office (CO) is collaborating with the Government of Mauritius and is supporting several projects in the field of renewable energy, among which:

(i) GCF funded ‘Accelerating the transformational shift to a low-carbon economy in the Republic of Mauritius’s project,

(ii) GEF funded ‘Realising Energy Savings and Climate Benefits of Implementing Mandatory Energy Auditing in the Republic of Mauritius’ project (what does project status: accepted mean?) and

(iii) GEF funded ‘Promoting Low-carbon Electric Public Bus Transport in Mauritius’ project.

(iv) The British High Commission with the support of UNDP Mauritius through the ‘Scaling up renewable energy jobs in the Republic of Mauritius with emphasis on Women and Youth’ project is planning to address this capacity gap by providing the necessary financial support for training of some 100 women and youth.
