National Climate Change Mitigation Strategy and Action Plan - 2022-2030
For the period 2022-2030, the National Climate Change Mitigation Strategy and Action Plan (NCCMSAP) was developed to aid the implementation of the NDC. This plan aligns with the long-term goal of achieving a net-zero carbon society by 2070, in accordance with the Sustainable Development Goals (SDGs). It emphasizes sustainable development benefits alongside GHG emission reductions across various sectors. The NCCMSAP also contributes to the creation of long-term strategies as outlined in Section 14 of the CCA 2020 and Article 4(19) of the PA. Furthermore, it outlines strategies, actions, measures, and investments necessary for implementing the NDC, along with several Enabling Factors—such as Legal & Institutional frameworks, Technology Transfer & Financing, Education and Research, Awareness Raising, Media Role, and Gender and Children and Youth Mainstreaming—to aid in developing a comprehensive long-term National Climate Change Mitigation Strategy and Action Plan.

M&E Framework
The CCMSAP includes a Monitoring & Evaluation (M&E) Framework designed to meet the transparency requirements of the Paris Agreement (PA) and to assess the sustainable development impacts of the mitigation actions outlined in the Nationally Determined Contribution (NDC).
To support these transparency requirements, an online Mauritius NDC Registry has been developed under the NAMA project. This registry offers a user-friendly and accessible platform for stakeholders to submit data on outcomes, interventions, indicators, and support provided and received. This system enables the visualization of progress in climate action (both mitigation and adaptation), aids in tracking the implementation of the NDC, and facilitates the generation of reports and decision-making at the national level. To evaluate the sustainable development benefits of the mitigation efforts, three types of indicators have been identified: agenda-setting indicators, policy/strategy formulation indicators, and policy/strategy evaluation indicators. These indicators are crucial for an integrated policy cycle and are applicable across all emissions sectors.
