NDC Mitigation - IPPU

 

The Industrial Processes and Product Use (IPPU) sector’s primary source of greenhouse gas (GHG) emissions comes from the use of Hydrofluorocarbons (HFCs) as substitutes for Ozone-Depleting Substances (ODS), particularly in refrigeration and air-conditioning (RAC) systems, both stationary and mobile.

Following the ratification of the Kigali Amendment in 2019, Mauritius is set to develop an HFC Phase-down Management Plan to regulate and reduce HFC emissions.

In line with the Nationally Determined Contribution (NDC) 2021, commitments under the Kigali Amendment to the Montreal Protocol, and the Climate Change Mitigation Strategy and Action Plan (CCMSAP), the country will implement the following mitigation actions in the IPPU sector:

  • * Achieve a 10% reduction in HFC emissions by 2029, using 2024 as the baseline year.
  • Freeze HFC imports starting January 2024, based on the average import levels from 2020 to 2022.
  • Gradually phase out non-inverter air conditioners using HFCs, beginning January 2022, with a complete ban by 2024 (as announced in the 2021 Budget Speech).
  • Ensure the recovery and safe disposal of HFCs from decommissioned RAC equipment.

These measures will contribute to reducing the climate impact of the IPPU sector while aligning with global efforts to curb HFC emissions.
